City stormwater utility customers offered amnesty

City officials had pursued a “soft approach” to collections after launching the utility in 2009, which means there have so far been no consequences for not paying bills.

The city has refused a Richmond Times-Dispatch Freedom of Information Act request to identify the delinquent properties, even though the city has the discretion under the law to release the information.

Some council members had expressed concern that a large part of the money the city is owed might be uncollectable as properties change owners.
